Civil Agreement Memorandum on Election System

We, the undersigned below representatives of Georgian society, experts, NGOs and political unions agree and declare that:

In order to ensure democratic, competitive and equal electoral environment in Georgia, it is absolutely necessary to change the current electoral system at once, which requires constitutional and other relevant legislative changes.

Current electoral system has been subjected to criticism from political parties, local and international organizations for a long time, since it can’t ensure proportionate transformation of votes into mandates received and principle of equality of one vote.
